Counter extremism

The primary purpose of PST’s counter extremism efforts is to combat and counteract politically motivated violence by individuals or groups. Of particular importance are the anti-recruitment efforts, and the prevention of violent operations. The Service must maintain a good overview of right wing and other extremist networks and individuals who may have the capacity to use violence as a means of achieving their objectives.
By ‘extremism’ we mean ‘violent extremism’
Extremism can be described in this connection as encouraging, claiming as legitimate or using violence or sabotage as a political tool. Hence, the prevention of non-violent extremist activities is outside of PST’s remit.
In Norwegian society today, violent acts and other criminal activity that are justified or claimed as legitimate on the basis of political persuasion or ideology, are not widespread phenomena. However, there are networks in Norway that have used, or stated that they are prepared to use, violence as a means of meeting their objectives. The size and activities of extremist networks are influenced by general developments in society and other circumstances, e.g. the group leader, type of recruitment exercises and international influences.
 
Different extremist networks

The right wing extremist network in Norway is relatively small and stable, but there is no evidence to suggest that the phenomenon will diminish or disappear in the near future. Animal rights extremism is currently relatively limited in Norway. Targeted sabotage actions can, however, have significant consequences for society. There are also other networks that are willing to use violence in order to achieve their political objectives. In Norway these networks have remained relatively stable for many years.
 
Prevention efforts directed at young people
One of PST’s objectives is to seek to prevent young people from being recruited into violent networks. This work requires close contact and co-operation with the local police and other public bodies. They often have the local knowledge that is necessary for the implementation of the right preventative measures. Discussing areas of concern with parents and young people as well as outreach activity, are critical.
